Item 1.0 Call to Order.

The meeting was called to order at 6:11 p.m.

 

 

Item 2.0 Roll Call.

Commissioners in Attendance:

Item 3.0 - Discussion and Approval for Release

       Family-friendly Community Grants (Request for Application)

 

The Commission recommended user-friendly languageand format.

 

The Commission agreed to approve the release of theFamily Friendly Community Grants, per amendment recommendations, for immediaterelease.


 

       Substance Abuse Screening and Services (Program Managementand Administration Plan and Budget Single Agency Request)

 

The Commission approved therelease of the Substance Abuse Screening and Services RFP.

 

 

       Child Care Availability and Accessibility Grants (ProgramManagement and Administration Plan and Budget Single Agency Request)

 

The Commission approved therelease of the Child Care Availability and Accessibility Grants.

 

 

       Mental Health Special Needs Consultation (Request forProposal)

 

The Commission approved therelease of the Mental Health Special Needs Consultation RFP.

 

 

 

Item 4.0 - Discuss Contract Guidelines and FundingRestrictions.

The Commission discussed the proposal review andselection and agreed that proposals may or may not be reviewed publiclydepending on the wishes of the Commission.

 

       County Drug Policy

 

The Commission voted to approve the inclusion ofthe Contra Costa County Alcohol and Other Drug Abuse Policy, a work placepolicy, as part of the contract requirements for Commission grantees andcontractors.


       Child Protection Policies

 

The Commission voted to approve the following ChildProtection Policies as part of the contract requirements for Commissiongrantees and contractors:

 

If the proposed project involves the provision ofdirect services to children, all applicable state and federal regulations mustbe adhered to, including the Child Abuse Index check and Criminal RecordClearance by the State Department to Justice and the State Department of MotorVehicles (DMV) for a DMV record check.

 

 

       Applicant Conflict of Interest Issues

o       Tobaccoand/or Alcohol Funding or Investment Policies

 

The Commission voted to approvethe following Tobacco and/or Alcohol Funding or Investment Policy:

 

Any agency contracting (orsubcontractor under this contract) with the Commission is required to provide astatement that its operation is not currently, and will not in the future,receive financial support from any tobacco and/or alcohol company or invest insuch.
