| Family Resource & Learning Centers (FRLCs) The FRLC strategy assists communities in the development and/or expansion of neighborhood-based centers that offer a range of supportive activities for families. Community members play an integral role in the development and governance of the centers, such as developing activities that reflect the strengths and needs of their community. FRLCs will be: - Based in targeted geographic areas where the outcomes for children have typically been poor
- Linked to other Commission-funded strategies, principally Home Visiting and Mental Health & Special Needs Therapeutic Services
- Required to offer baseline activities, such as family literacy, tobacco education, parent education and early education opportunities
